Restoring agency: Lessons from the Gulf of Montijo
In Panama’s Gulf of Montijo, mangrove loss has long mirrored a deeper issue: communities losing influence over the decisions shaping their coastline. Through a joint effort led by MiAMBIENTE with support from EUROCLIMA+ and Expertise France, ITACA helped shift this trajectory by pairing science with community-driven planning. Working alongside IH Cantabria and the women-led NGO ICEPED, the process moved beyond consultation toward shared leadership — from eight locally hosted workshops to the co-design of restoration and livelihood plans that link ecology with real economic opportunities. Montijo shows that when restoration is built with and led by local actors, it can revive more than ecosystems — it can restore agency itself.
